RS-08 — External registry outage, retry and reconciliation

This scenario connects a user action to state, authority, policy, evidence and integration boundaries. It is a reference model; legal or regulatory decisions remain with the authoritative party for each data domain.

Actors / systemsEconomic Operator / Operations Admin; connector/orchestration services; external DPP Registry; evidence and monitoring services.
PreconditionsA request/submission has a stable correlation/idempotency key and the local workflow distinguishes intent, transport result and external authority state.
TriggerRegistry request times out, returns transient failure or has an ambiguous accepted/unknown result.
End-to-end flowRecord request intent → submit → capture timeout/error → classify retryability → retry idempotently when safe → query/reconcile authoritative status → update local derived status only after evidence-backed reconciliation → notify operator.
State modelLocal Submission Pending/Unknown is distinct from external Registered/Rejected. Retry is not reconciliation.
Authority boundaryExternal Registry remains authoritative for registration state; local system stores intent, transport, evidence and derived/reconciled view.
Policy / disclosureRetry policy, backoff, idempotency, maximum attempt, reconciliation schedule, stale-data threshold and operator escalation.
EvidenceSubmission envelope/hash, transport response, retry history, external status query, reconciliation result, timestamps and audit.
API / event / connectorConnector submit/reconcile APIs; events for connector.status.changed; monitoring/operations APIs.

Failure / retry / reconciliation

Repeated failure → circuit-break/degrade; ambiguous status → keep Unknown and reconcile; never mark Registered just because transport succeeded.
